Enough grain but no sacks to keep them.

Just came accross this news source, from a discussion in the Lok Sabha, where in opposition leader asked question about lack of sacks to keep wheat. This scenario is leading to decay of the yield in Madhya Pradesh. Now government has assured to import sacks to keep them.. Funny isnt it. Why are we always lacking in something. Inefficient planning I believe.
